The Ministry of Energy, Science and Technology and Public Utilities (MESTPU) and the Public Utilities Commission (PUC) take this opportunity to advise members of the general public that no Public Utility Provider or any person licensed by the PUC to provide electricity, telecommunications or water and wastewater services have any legal authority to deny the provision of such services to any person on the basis of any outstanding balances owed by another person, and neither do they have the legal authority to demand payment of such outstanding balances as a condition to providing such services.
